Chief Public Defender

Ms. Chang is a 2008 graduate of the University of Cincinnati College of Law. She has dedicated her legal career to public service. After graduation, she represented hundreds of the criminally accused in misdemeanor and felony cases as a Deputy State Public Defender for the Office of the Colorado State Public Defender. In 2010, Ms. Chang returned to Cincinnati to focus on youth justice issues at the Children’s Law Center, Inc. At the Children’s Law Center, she coordinated youth defense trainings for hundreds of youth defense attorneys, worked on policy reforms, and provided technical assistance and support to youth defense attorneys in the region. She coordinated the Ohio JDAI Indigent Defense Project in collaboration with the Annie E. Casey Foundation and the Ohio Juvenile Detention Alternatives Initiative (JDAI). Ms. Chang represented children on a variety of legal issues, including delinquency, education, school discipline, custody and criminal cases. Ms. Chang also coordinated social media communications and in 2014, supervised support staff and students as the Managing Attorney. Ms. Chang has presented on a wide variety of defense topics across the country and is a certified Youth Defense Advocacy Program trainer. In December of 2015, Ms. Chang joined the Hamilton County Public Defender Youth Defense Division, where she continues to pursue her passion for representing children as a public defender. Ms. Chang served as the Director of the Youth Defense Division from 2021-2026. On July 1, 2026, she was appointed as the Chief Public Defender.
