The Law Office of the Hamilton County Public Defender maintains and administers a list for the appointment of counsel from several Rotation Panels that provide representation for Felonies, Misdemeanors, Appellate, Youth Defense (Delinquency).
Participation on these panels requires submission of the appropriate Registration Form(s) along with strict compliance with our Standards, Guidelines and Regulations. Please familiarize yourself with these requirements.
Applications are reviewed on an annual basis to assess the need for changes to the panels that may include the addition or removal of attorneys as well as the qualification of an attorney to handle certain types of cases or level of offenses. For 2027, applications will be reviewed starting at the beginning of October.
Attorneys that want to participate on a particular panel must submit the appropriate Registration Form(s) with supporting documentation. This Registration will then be reviewed and a determination made as to whether placement on the panel will be made. All Registrations will be reviewed by the Public Defender, Deputy Public Defender and the appropriate Division Directors, Assistant Directors and Supervisors to determine whether placement will be made. If a placement is not made, an applicant’s Registration may be kept for consideration in the event a vacancy occurs and a replacement needs to be made.
Attorneys that want to participate in the Mentoring Program established by the Law Office of the Hamilton County Public Defender should indicate this on their Registration form. Mentors are always needed and mentees are welcome.

- Appropriate Panel Registration Application
- Supporting Documents (Letterhead, CLE Transcript, Declarations Page, Proof of Active Status from the Ohio Supreme Court for the current biennium). If applying for any of the Appellate Panels, please attach a copy of a significant appellate brief written within the last three years.
Prior placement on any panel does not guarantee continued placement on that panel.
Submission of a Registration does not guarantee placement on a panel.
